What's the real difference between Big Pharma and disfavored drug dealers?

          If disfavored drug dealers and officers of licensed pharmaceutical companies both manufacture, distribute and / or dispense controlled substances, then why do only disfavored drug dealers go to jail?
          
It is not because pharmaceutic company officers have better lobbyists, although they do.  Instead, it is because government officials and drug defense attorneys have not read their respective Controlled Substances Acts and do not understand the U.S. constitution's equal protection clause.
          
Due to the equal protection clause, drug statutes treat all people who manufacture, distribute and dispense drugs the same.  Only government officials and drug defense attorneys falsely treat them differently.
          
Government's proper treatment of ALL who make and sell drugs is to regulate their drug commerce in administrative law courts in the executive branch – using the equitable powers of confiscation, forfeiture and injunction.  Improper treatment is to subject any mere drug commerce to the criminal justice system, which has subject matter jurisdiction only over cases or controversies that by definition involve injury.
          
So, what's the real difference between Big Pharma and disfavored interstate drug dealers, the latter who have been tried in the wrong courts and in the wrong branch of government for the past forty-five years?  The only real difference is that the heads of pharmaceutical companies have better attorneys than disfavored drug dealers.
